The Committee received an update on the Council's procurement service. This covered ARDAL, the four-council collaborative procurement service, the Socially Responsible Procurement Strategy 2022-2027, and new UK procurement law. Members asked questions and agreed that the Chairperson will write to the Cabinet Member with the Committee's observations. On 12 March 2025 the Policy Review and Performance Scrutiny Committee considered how Cardiff Council manages charities and trusts where it acts as trustee, and heard from the Charity Commission and an outside consultant. It also reviewed progress on the Council's Participation Strategy 2023-27. It received a briefing on the council's accommodation strategy for children in care, including plans to move to not-for-profit care homes and fostering, and it reviewed Cardiff's response to a national review of school improvement. On both items the Committee resolved that the Chair should write to the Cabinet Member with its comments, and both proposals go to Cabinet on 21 November.
The joint meeting of the Economy & Culture and Environmental Scrutiny Committees on 30 October 2024 carried out a policy review of the Roath Recreation Ground Active Travel Scheme, a cycle and walking route through the park. A motion to defer the item to a later meeting was not carried. The Committee agreed that the Chair should write to the Cabinet Member with its observations, and asked officers to look at several points, including deferring the right-turn bans.
The committee carried out pre-decision scrutiny of the Core Office Full Business Case, the plan for the council's new main office building. Members questioned carbon impacts, costs, the procurement process, workspace design and regeneration. On 15 October 2024 the Children and Young People Scrutiny Committee examined the draft Local Authority Social Services Annual Report for 2023/24 before Cabinet and Council consider it. On the committee business item, Members agreed to add a role on the council's resilience to the ALN inquiry's Terms of Reference, and five councillors indicated interest in joining the inquiry. The Committee resolved that the Chair writes to the Cabinet Member with its comments on the report.
