RESOLVED: · To note the meeting observation feedback received as set out in Appendix A; · Continue to observe Meetings of the Council, Committees and Community Council’s and provide feedback to the Committee.
The Monitoring Officer explained that attached to the report was the completed pro forma completed by Jason Barklet who observed the annual meeting with very positive comments. No concerns had been raised and no issues from Standards and Ethics perspective management of the meeting was also positively reflected upon. The Monitoring Officer had also shared the feedback with the Lord Mayor and Democratic Services. The Committee noted that the Report was to consider the feedback provided by Independent Members of the Committee following observation of meetings of the Council and Community Councils. Councillor Brown-Reckless stated that she found it objectionable that the Independent members of the Standards and Ethics Committee sat in on meetings which had started with Community Council Meetings. The Annual handing over of the Mayoralty, which was traditionally one where people spoke in positive terms about colleagues. The Council Meetings, when there were political agenda items, the Council Meetings were supposed to be an arena for political debate. The Council Meetings were there to make political points and to have disagreement and differences of views. Councillor Brown-Reckless was very concerned at this extension of the Standard Ethics Committee Members, where it's sending Independent members to attend Council and Committee Meetings. Councillor Brown-Reckless stated that it could be intimidating being able to speak and make the points she should be making if a Member from the Standard Ethics Committee is present at the meeting writing a report on conduct at that meeting and was concerned that standards was becoming a politicised tool rather than what it should be. Councillor Brown-Reckless was also concerned that Independent Members of the Standards and Ethics Committee who attended the meetings and wrote the reports received remuneration for doing that and voted for themselves to receive the remuneration. Councillor Brown-Reckless stated that for a Committee that's supposed to get holding standards there was concern and referred to a link between financial remuneration and Standards and Ethics Committee Independent Members taking on the rule and it was a new rule that was not applied before. David Mills suggested that the Committee note Councillor Brown-Reckless's comments, which had previously been raised and addressed. Rashpal Singh stated that members of the Standards & Ethics Committee delivered their role with professionalism, dignity and respect. When attending meetings including Community Councils, they were warm and welcoming. Councillor Brown-Reckless stated that Volunteers attended Community Council Meetings, who were local people providing their time at meetings. Louise Evans was of the view that it was positive that the Standards & Ethics Committee attend the Community Council Meetings. Councillor Brown-Reckless asked that her views be noted as she was the only Elected Councillor present at the Standards & Ethics Committee Meeting and her views should be valued. The Committee voted on the recommendations: FOR David Mills, Louise Evans, Stephanie Yung, Rashpal Singh AGAINST Councillor Catriona Brown-Reckless RESOLVED: · To note the meeting observation feedback received as set out in Appendix A; · Continue to observe Meetings of the Council, Committees and Community Council’s and provide feedback to the Committee.
