RESOLVED: Council AGREED: 1. To approve the draft Corporate Plan 2026-29 (Appendix A); 2. To delegate authority to the Chief Executive, in consultation with the Leader of the Council, to make any minor amendments as necessary to the Corporate Plan 2026-29 following consideration by Council on 5 March 2026 and prior to publication by 1 April 2026.
Council was asked to consider and approve the Corporate Plan for 2026–2029. The report was proposed by Cllr Thomas and seconded by Cllr Merry. There were two amendments. The Lord Mayor invited Cllr Berman to move the Liberal Democrat amendment, which was seconded by Cllr Molik. The Liberal Democrat amendment was as follows: Delete existing recommendation and replace with: “Council is concerned that the Corporate Plan as drafted does not sufficiently meet many of the key challenges the city faces, and recommends that it is referred back to Cabinet to be strengthened through the inclusion of: - A clear and measurable target for a reduction in the number of the city’s schools which will be required to operate under a deficit budget in the short- to medium-term; - Stronger plans to tackle litter and fly tipping, including litter caused by spillage from the red and blue sacks currently used for domestic segregated recycling collections; - A clear vision to restore lost bus services and increase passenger numbers across the network; - A more consistent application of KPIs to ensure progress against the delivery of a greater number of commitments in the Corporate Plan can be effectively monitored throughout the life of the plan; - A re-examination of the council's planned core office strategy to reassess if a new County Hall is required recognising that any refurbishment of the existing provision does not necessarily have to be to Grade A standard.” The Lord Mayor invited Cllr Cowan to move the Conservative amendment, which was seconded by Cllr Lancaster. The Conservative amendment was as follows: The Corporate Plan needs to be referenced back as not all targets have been set. There needs to be a complete document for members to consider and all areas need a target to work towards which is measurable and achievable. The Lord Mayor invited debate on the Corporate Plan and amendments. Cllr Thomas confirmed that the amendments were not accepted.
