The Chairperson advised Committee that this report provided Members of the CJC’s Standards Sub-Committee with a year-end update on the operation of arrangements put in place to promote and maintain high standards of conduct by members and co-opted members of the South East Wales Corporate Joint Committee; to discuss and agree a report of the activities of the Standards Sub-Committee during 2024/25; and to consider the arrangements that have put in place to discharge the functions of the CJC’s Standards Sub-Committee for 2025/26. For this item, the Chairperson welcomed Jayne La Grua the Corporate Joint Committee’s Monitoring Officer, to present the report. Members were advised that this was the last meeting of this subcommittee for the current municipal year and the last meeting before it hands over responsibility for this function to the Corporate Joint Committee. The purpose of the report was to provide an end of year update to members, to ask members to discuss and agree a report of the last 12 months to the Corporate Joint Committee and then finally to consider the arrangements that have been put in place to discharge the standards functions of the South East Wales Corporate Joint Committee. Members were provided with a comprehensive outline of the report with all the key points highlighted. The Chairperson asked if any Committee Members has any questions or points of clarification they wished to make, there were none. The Chairperson asked Committee Members if they were content with the approach outlined regarding SEWCJC Committee Annual Report being in the form of a letter, agreed by the Chair and Committee Members, outlining the work of the committee over the last 12 months. The Chairperson and Committee Members were content with this approach. RESOLVED: To (1) Note that the Monitoring Officer has not received any complaints under the Corporate Joint Committee’s Code of Conduct for Members during the 2024/2025 municipal year; (2) Note the findings of the recent internal audit of the adequacy and effectiveness of the internal control, governance and risk management arrangements in respect of the CJC’s Registers of Business Interests and Gifts & Hospitality; (3) Note the arrangements put in place to discharge the functions of the CJC’s Standards Sub-Committee for 2025/26; and (4) Agree that an annual report to the CJC describing how the Standards Sub-Committee has discharged its functions during the 2024/25 municipal year is produced by the Monitoring Officer of the CJC, in a draft letter format to be agreed by the Chairperson and Committee Members.

Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
