Appendix 5 (b) is exempt from publication because it contains information of the kind described in paragraphs 14 and 21 of parts 4 and 5 of Schedule 12A to the Local Government Act 1972. Cabinet received the Budget report for 2025-2026. Cllr Weaver began his introduction of the report by thanking Officers and Members for the contributions to the development of the report. It was highlighted that the budget report is delivered alongside the Corporate Plan and underpins the delivery of it. The report detailed the Council's strategy for addressing the estimated budget gap of £49.726 million for the 2025/26 financial year, which was identified in the July 2024 Update Report. The Provisional Local Government Finance Settlement published by Welsh Government in December 2024, along with other updates, resulted in an updated budget gap of £23.410 million, following a better than anticipated settlement representing a 5.3% uplift. It was highlighted that the budget gap will be closed, in the main by efficiency savings, but also a prudent use of reserves, an increase to Council tax of 4.95%, and a small number of service change proposals. The Council's City-wide Budget Consultation, which took place between 9 January and 5 February 2025, this has informed the development of the Revenue Budget proposal for 2025/26. It was highlighted that whilst there were lower response rates than previous years, this is likely due to the less challenging budget proposals. Following the consultation feedback the proposal to increase the price of residents parking permits was reduced, and the proposal to increase the cost of out of hours burial service has been removed due to the disproportionate impact on some faith communities. The report also discussed the Council's approach to setting the Capital Programme for 2025/26 – 2029/30, reflecting commitments made in previous years and new schemes proposed for approval. The proposed Capital Programme aims to support the delivery of the Council's Wellbeing Objectives and the sustainable development principle as defined by the Wellbeing of Future Generations Act (Wales) 2015. The report was considered by the Council’s five scrutiny committees, their letters and responses, were circulated at the meeting. RESOLVED: that The Cabinet, having taken account of the comments of the Section 151 Officer in respect of the robustness of the budget and the adequacy of the reserves as required under Section 25 of the Local Government Act 2003, and having considered the responses to the Budget Consultation recommend that Council: 1.0 Approve the Revenue, Capital and Housing Revenue Account budgets including all proposals and increasing the Council Tax by 4.95% as set out in this report and that the Council resolve the following terms. 2.0 Note that at its meeting on 12 December 2024 Cabinet calculated the following amounts for the year 2025/26 in accordance with the regulations made under Section 33(5) of the Local Government Finance Act 1992: a) 153,582 being the amount calculated in accordance with Regulation 3 of the Local Authorities (Calculation of Council Tax Base) (Wales) Regulations 1995, as amended, as its Council Tax base for the year. Decision as recorded
RESOLVED: that Cardiff’s refreshed Housing Support Programme Strategy 2022 – 2026 be approved.
Cabinet considered the draft refreshed Housing Support Programme Strategy 2022 – 2026. The strategy aims to address the city's housing emergency and improve homelessness prevention and housing-related support. It was noted that the Welsh Government requires each local authority to develop a Housing Support Programme Strategy, which sets out the strategic direction for homelessness prevention and housing-related support. The strategy was initially published in early 2022 and outlined 11 strategic priorities. In 2024, the Welsh Government requested a review of the strategy to ensure its relevance and effectiveness in light of significant developments and changes in policy. It was highlighted that the refreshed needs assessment, which builds on data collected from April 2018 to March 2021, shows an overall increase in demand for services between 2020/21 and 2023/24. This increase is driven by issues within the private rented sector in Cardiff and a significant rise in the number of prison leavers requiring support 1 The report highlights that the number of households threatened with homelessness has increased by more than 20%, and there has been a 108% increase in people threatened with homelessness due to the loss of rented accommodation. It was noted that an extensive consultation on homelessness services in Cardiff was conducted to inform the refreshed strategy. The consultation received 2,892 responses, with 31.2% of respondents stating that parents or relatives no longer being willing or able to accommodate them was the main contributor to their homelessness. The consultation results have been incorporated into the revised strategic priorities. The report highlights that despite the challenging situation, good progress has been made towards the delivery of the eleven strategic priorities. The key aims are to prevent homelessness, ensure everyone receives the right help and support, take a rapid rehousing approach, and provide good quality supported accommodation. The Community and Adult Services Scrutiny Committee Members were provided a copy of the draft refreshed Strategy. A copy of their comments and a response to these is set out at Appendix 2 to the report. RESOLVED: that Cardiff’s refreshed Housing Support Programme Strategy 2022 – 2026 be approved.
