RESOLVED to: (1) Note that the Monitoring Officer has not received any complaints under the Corporate Joint Committee’s Code of Conduct for Members for the period from 1 April 2024 to 15 January 2025; (2) Consider the arrangements for members’ declarations of interests set out in paragraphs 5 to 10 of this report; and (3) Consider the arrangements for members’ registrations of gifts and hospitality set out in paragraphs 11 and 12 of this report.
For this item, the Chairperson welcomed Jayne La Grua the Corporate Joint Committee’s Monitoring Officer, to present the report. Members were advised that at its meeting on 16 July 2024, the Standards Sub-Committee considered the arrangements that had been put in place to promote and maintain high standards of conduct by members and co-opted members of the South East Wales Corporate Joint Committee and agreed to receive a further report from the CJC’s Monitoring Officer on compliance with the CJC’s statutory duties in relation to standards of conduct in approximately six months’ time. Key points from the report were highlighted as follows: Complaints under the Code of Conduct for Members: • No complaints were received from 1 April 2024 to 15 January 2025. Register of Interests: • Members are required to complete and update their Register of Interests. • Registers are published on the Governance pages of the CJC’s website. • Lay Members are also required to complete and update their Register of Interests. • Declarations at meetings are recorded in the minutes and decision register. Register of Gifts & Hospitality: • Members must notify the Monitoring Officer of any gifts, hospitality, or services over £25. • One declaration was made during the 2024/25 municipal year, relating to corporate hospitality received by the CJC’s Chair. The Chairperson invited questions and comments from members of the sub-committee. Discussing the declarations of interest spreadsheet, members asked about the red highlights and were advised that these are highlighted in red as a reminder for the Monitoring Officer to send a reminder to Members to review whether they have any changes or updates to their declarations. A member asked whether members of the sub-committee had to complete a declaration of interest form as members of the Standards and Ethics Committee. It was explained that they do, and they are included on the spreadsheet. New members had recently been added. It was further explained that the Principal Authority prevailing code of conduct applies and there was no requirement to submit as second form as members of the subcommittee.

Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
