RESOLVED: Council AGREED to: 1. Approve the draft Corporate Plan 2025-28 (Appendix A); 2. Delegate authority to the Chief Executive, in consultation with the Leader of the Council, to make any minor amendments as necessary to the Corporate Plan 2025-28 following consideration by Council on 6th March 2025 and prior to publication by 1st April 2025.
Council was requested to consider and approve the Corporate Plan for 2025-2028. The Lord Mayor invited Cllr Thomas, to propose the Corporate Plan, which was seconded by Cllr Merry. There were two amendments. The Lord Mayor invited Cllr Lancaster to move the Conservative amendment, which was seconded by Cllr Cowan. The Conservative amendment was as follows: Delete the current wording for the recommendations in the Cabinet Proposal and replace with: This Council is recommended to defer consideration of the Corporate Plan until a future council meeting to enable the Cabinet to bring forward a revised plan to include: - A Corporate Plan with KPIs and targets consistent across the service areas. - The introduction of two new columns so we can see progress or decline from the two previous years in the document. The Lord Mayor invited Cllr Berman to move the Liberal Democrat amendment, which was seconded by Cllr Carter. The Liberal Democrat amendment was as follows: Delete existing recommendation and replace with: “Council is concerned that the Corporate Plan as drafted does not sufficiently meet many of the key challenges the city faces, and recommends that it is referred back to Cabinet to be strengthened through the inclusion of: - Clear measures outlining a strategy to reduce the number of schools having to set deficit budgets in the short- to medium-term; - Stronger plans to tackle litter and fly tipping, including increased litter linked to the roll out of the new segregated recycling system due to spillage from the current red and blue sacks; - A clear vision to restore lost bus services and increase passenger numbers across the network; - A more complete set of KPIs, basing them where necessary on Q3 outturns, rather than leaving many of them not currently specified and only to be agreed following the end of the 2024-25 financial year; - A re-examination of the council's planned core office strategy to reassess if a new County Hall is required recognising that any refurbishment of the existing provision does not necessarily have to be to Grade A standard.” The Lord Mayor invited debate on the Corporate Plan and the amendments. Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
