Cabinet received the Annual Wellbeing Report, which provides an assessment of the Council’s performance for the last financial year, setting out progress made but also the challenges and risks faced. It was noted that the report is produced each year, following a self-assessment process and draws on a wide range of sources of performance information. The report details progress, for example, in pupil attainment, shifting the balance of care in children’s services, and reducing rough sleeping. The report also details strategic challenges, including the complexity and scale of demand, the need for continued financial and service resilience, responding to workforce pressures and dealing with new risks and issues as they emerge. The report also sought approval to put in place arrangements for a Panel Performance Assessment to take place in the 2025/26 performance year. It was noted that the Local Government and Election Act requires councils to make arrangements for an independent panel, appointed by the Council, to assess the extent to which the Council is meeting the performance requirements at least once during an election cycle. Public letters were circulated from Governance and Audit Committee and Policy Review and Performance Scrutiny Committee. The Cabinet received the updated risk management position at quarter 4 for 2023/24. It was noted that 17 Directorate risks were escalated at quarter four. The escalated risks cover a range of areas to ensure that prompt responses are in place if specific service matters are disrupted. Examples include the risk of placement breakdown in Children’s Services and for care leavers, the risk of reduced grant funding in future years, and ensuring the accommodation strategy for refugees remains in alignment with need. The escalated risks also include a range of risks in respect to Adult and Children’s Social Care in respect to both workforce availability and the impact of any decisions made by University Health Board and potential Welsh Government changes in Social Care commissioning including Children’s placements. Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
