RESOLVED: To approve the Governance Compliance Statement appended as Appendix 1 to the report.
Officers provided a comprehensive outline of the report, after which the Chairperson invited questions, comments, and observations from Members. The Chairperson referred to partial compliance in relation to deferred/retired members and asked if this was commonplace in other pension funds. Officers explained that they would be looking at the general code of pension regulator guidance over the next few weeks and would take stock and look at this, they would also ask Welsh colleagues for their position on this, and feed back to Committee. Members had a discussion around the rag rating for voting rights and engagement around voting being set as partial. Officers explained that we don’t vote directly as a fund, but as part of the WPP and were inclined to think that a partial compliance rating was fair given there was the Blackrock element to consider and how further engagement on that develops in the future. The Chairperson felt comfortable with the rating being left as partial, as it reflects the practice through the WPP, and it is not over-emphasising what we do as a fund given the majority of our Equity funds are held in WPP pooling arrangements. RESOLVED: To approve the Governance Compliance Statement appended as Appendix 1 to the report.

Officers provided a comprehensive outline of the report, after which the Chairperson invited questions, comments, and observations from Members. Members asked questions around Members self-service, specifically why Elected Members don’t have access. Officers advised that the software was not yet available for the Councillors scheme, but they would go to the software providers and lobby as this could be an improvement area for them. Members asked for an update on Staffing. Officers outlined the range of forthcoming work and extra resources that would be needed going forward and that they are working with HR on the details of this. Local Pension Board have been informed and the Trade Unions have been informed that the intention is to invest in the team and the staff are engaged and pleased. More information would be brought to the next committee meeting. Members sought clarification on whether member self-service would address the increase in volume of routine phone calls and emails. Officers explained that yes some of that would be addressed but not all, as some people will always want to talk to a real person and have that assurance. The Chairperson asked if staff are proactively encouraging people to use members self-service when they call and was advised that they were. RESOLVED: To note the contents of the Risk Register.

Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
