Officers provided Members with a comprehensive outline of the information contained in the Update Report and the Chairperson invited questions and comments. Members asked why material recovered from air cleaning (the air pollution control residue) went to landfill and not recycling, and what the composition of that material is. Member were advised that the material goes off for recycling through a carbon dioxide injection process where water and carbon dioxide area mixed with the ash and chemicals that are used to treat the emissions. This then forms a lightweight aggregate. The residue has to be of a certain density to enter the recycling process and has meant that some has had to go to landfill as it wasn’t suitable density for the recycling process. Members asked if this was likely to be the case going forward and were advised that it was, but Officers were hopeful to find a solution to minimise waste to landfill. Officers assured Members that the waste from this landfilled only accounts for 0.89% of the contract waste. Members attention was drawn to the Community Fund element of the report. It was noted that the accumulated funds due to Covid has now been allocated and there was no longer a rollover of surplus. Members were encouraged to follow the link in the report and make colleagues aware of the fund and invite applications. RESOLVED To note the content of the report.

Officers provided Members with a comprehensive outline of the information contained in the 2023/24 Outturn and Annual Financial Return. The Chairperson invited questions and comments. Member considered there to be a healthy balance and a positive position. Members discussed whether there should be a review on the spending on external consultants given that there has historically been underspends against this budget line. Officers explained that there was a strategic benefit to including this budget line as it would help mitigate the need to ask the Partner Authorities for additional contributions if there was an overspend elsewhere in the budget. If there was no overspend then, as has been the case in previous financial years, partner contribution rebates could be funded from the external consultants’ underspend. RESOLVED: I. To approve the Annual Return and authorised the Chair to sign the Annual Return on behalf of the Joint Committee, and its subsequent submission to Audit Wales to commence the 2023/24 audit.
The next meeting is scheduled for 25 November 2024 at 11am, via Teams Members requested a visit to see the Heat Network System and Viridor. Officers agreed to take this away and arrange a date
