RESOLVED – That Elected Members present showed their commitment to the Cardiff Undertaking by publicly reaffirming and signing a copy of the Undertaking.
The newly elected Lord Mayor, Cllr Henshaw, stated: “My immediate past Lord Mayor, fellow Councillors, Ladies and Gentlemen, can I begin by saying how delighted and honoured I am to be elected Cardiff’s 119th Lord Mayor. I would like to thank my proposer, Cllr Huw Thomas and seconder Cllr Rodney Berman for their kind words. I would also like to thank my colleagues across the Chamber for putting their faith and trust in me. I will do my very best to carry out this role with integrity and enthusiasm. I relish the challenge of representing the citizens of Wales’ capital city, a dynamic city that looks to the future with optimism and energy. I will most certainly want to convey this to everyone I meet. I would like to say a special thank you to my family for their enduring support, to my partner Bill, to my children, my grandchildren and the one arriving any time soon. In my role as Deputy Lord Mayor, I fully appreciated the high expectations that come with the role of First Citizen. I am confident that with the support of my daughter Angharad as my Lady Mayoress, the Deputy Lord Mayor and her consort, my family, friends and colleagues, I will be truly well supported in my year of representing the citizens of Cardiff. I would also like to add my congratulations to Cllr Helen Lloyd Jones as she embarks on her year as Deputy Lord Mayor for the City of Cardiff. I am delighted that Cardiff Food Bank will be my nominated charity for the year ahead. I look forward to working with the Charity over the next year. I would ask you to show your support by attending events which will be planned throughout the year. Finally, on behalf of my council colleagues, the people of Cardiff and those benefitting from your charitable work, my sincere thanks to Bablin and Molik for being superb ambassadors for our capital city. I am honoured to take up the position of Lord Mayor of Cardiff, a position that Bablin has so successfully held for the past 12 months. Thank you. Diolch.”
The Leader thanked colleagues for placing their trust in him to continue leading this authority in the year ahead; former Cabinet Members pursuing new opportunities, including their hard work and leadership over the past few years; and welcomed the opportunity to work with incoming Cabinet Members. The Leader wished all Members of the Chamber who were standing on July 4th best wishes for an enjoyable campaign. The Leader drew attention to what the Council had achieved over the last year, focusing on those policy priorities of being a stronger, fairer, greener city. Stronger, with school staff continuing to go over and above to provide young learners with a good education, resulting in educational outcomes that were above the Welsh average, and with regulator assessments being generally good. New schools have been opened, providing brilliant learning opportunities for children and great facilities for local communities. He made reference to County Hall with three major projects now underway. A new arena, a new district heat network and a new tram route, all part of the next chapter of Cardiff Bay’s redevelopment, which was already delivering major benefits to the economy; thanking the work of staff and volunteers, pubs and libraries remain at the heart of our communities. A fairer Council, and a fairer city, with continued progress in building hundreds of new council houses, bringing the target closer to 4,000 new homes for those desperate to get into secure accommodation. Working with developers to bring even more affordable homes, and homes for private sale, onto the market. Next month, reporting on the progress made against the recommendations of the Race Equality Task Force, and the Leader and Cabinet, along with Cllr Ebrahim, were pleased to meet last week to see all the good work that was underway in addressing the recommendations of that task force. Similarly, work had continued to eliminate discrimination against women and girls, and have progressed commitments to support neurodivergence and built on our position as the highest-ranking local authority in the Stonewall Index. A greener city, segregated recycling had been rolled out to 47,000 homes across the city, marking the ongoing transition to a more sustainable city and. switching to a green vehicle fleet continued, with Cardiff Bus about to unveil their latest tranche of electric buses, and meanwhile having green spaces in Parc Tredelerch and Western Cemetery achieving Green Flag status, bringing the total number in Cardiff to 18, while Coed Caerdydd initiative sees more and more trees planted, with a record 30,000 trees planted during the last planting season, literally making Cardiff a greener city. The Leader drew attention to the scale of the medium-term financial challenges. Across the UK, authorities of all sizes and led by parties of all colours were facing in some instances existential challenges. The fundamental changes seen in the scale of complexity of service demand post-Covid were here. New risks and issues continued to emerge, and workforce pressures were a defining feature of almost every department.. The Leader emphasised there were120 families in hotel accommodation in Cardiff, and the number of people housed in temporary and emergency accommodation continued to grow. Increases in the number of children and young people with additional learning needs, who needed further support, and schools were still having to deal with post-pandemic challenges like persistent absences. The demand and the cost pressure associated with supporting older people had also soared, largely driven by the cost of residential placements and pay pressures. The need to close a budget gap of over £140m between now and the 2028-29 financial year.. Here in Cardiff, rather than accept a program of managed decline, the challenge must be to close that budget gap while maintaining the vital services provided for the people of Cardiff. The Leader explained that more and more homes would continue to be built, and new in-house accommodation would be delivered for the children in care. Major improvements to the transport network would be taken forward, with a new rail link between the City Centre and the Bay becoming a critical part of the city’s infrastructure. Delivering more cycleways, making it easier and safer for residents and tourists alike to get across the city. The Autumn, would deliver a signature music festival in Cardiff hoping to attract about 20,000 people, as part of growing an organic attraction that would further define Cardiff’s status as a music city and a culturally progressive city. A new school was already emerging out of the ground at Fairwater, and work on a school in Splott, the new Willows, would soon be underway as well. The Leader stated that these were just some of the things to be delivered over the year ahead to make Cardiff a stronger, fairer, greener city. Despite the challenges – local authorities were more important than ever, and city councils especially so. Because it was local authorities that would tackle the housing emergency, that would lead on local regeneration projects, and lead the transition to Net Zero, and it was cities like Cardiff who were best placed to deliver the growth that the country needed, whoever formed the next government, if the country was to prosper. The Leader looked forward to working with everyone in the year ahead.
