The committee looked at three Cabinet matters: a consultation on renewing additional HMO licensing in Plasnewydd, changes to the social housing and Gypsy Traveller allocation policies, and the Cabinet response to the committee's inquiry on adult social care for older ethnic minority people. On each, it agreed that the Chair would write to the Cabinet Member with the committee's observations. The committee also discussed its 2026/27 work programme.
The committee looked at three care and housing proposals. Two were pre-decision scrutiny, meaning members commented before Cabinet decided on 17 September: permanent Gypsy Traveller pitches at Pengam Green, and recommissioning of older people's care home placements. The third was an early look at how domiciliary (home) care should be recommissioned. On each, the committee agreed the Chair would write to the Cabinet Member with its observations. It also agreed its draft work programme for 2026/27.
The committee reviewed the adult social services annual report, the proposed purchase of Medallion House on Crwys Road, Q4 performance reports for adults, housing and communities, and an update on responsive repairs and Gypsy and Traveller sites. For each of these four items it agreed that the Chair would write to the relevant Cabinet Member with the committee's observations. It also approved the draft Scrutiny Annual Report 2025/26.
The Committee noted its membership and terms of reference, then received an update on Independent Living and Community Social Care services from the Cabinet Member and officers. It agreed that the Chair would write to the Cabinet Member with the Committee's observations.
The Community & Adult Services Scrutiny Committee looked at three items: progress on the Age Friendly Action Plan, the refresh of the Ageing Well Strategy, and the draft Disability Friendly Strategy. Scrutiny means councillors question the Cabinet and officers and make recommendations. They do not take the final decision. On each item the Committee agreed that the Chairperson will write to the Cabinet Member with its observations.
On 20 April 2026 the Community & Adult Services Scrutiny Committee heard background on Cardiff's wider Adult Services commissioning project and on the management of empty council homes, and it considered its draft pages for the Scrutiny Annual Report 2025/26. The committee agreed that the Chair should write to the Cabinet Member with its observations on both the commissioning project and the empty homes work. It approved the draft annual report pages with one suggestion added.
The committee scrutinised three reports before they go to Cabinet on 19 March: the refreshed Housing Revenue Account business plan and tenant engagement strategy, the proposed purchase of a student accommodation block in Cathays, and the procurement of a contractor for recladding and improvement works at Beech House and Sycamore House. It also endorsed a task and finish report on access to adult social care for older ethnic minority communities for submission to Cabinet. On the first three items, the committee agreed that the Chair would write to the Cabinet Member with its observations.
On 23 February 2026 the Community and Adult Services Scrutiny Committee examined proposals for the Corporate Plan 2026/29, the 2026/27 budget and the portfolios of six Cabinet Members, as part of pre-decision scrutiny (members review proposals before the Cabinet decides on them). The Committee agreed to write to each Cabinet Member with its observations, and the minutes record no other decisions. Members questioned Cabinet Members and officers on budget savings, adult care, housing, homelessness and libraries.
The Committee scrutinised four items ahead of Cabinet decisions on 22 January: a proposal to buy more land at Central Quay for council homes, a Migrant Worker Charter for social care, a briefing on Disabled Facilities Adaptations, and a monitoring update on the Responsive Repairs Unit. On all four items the Committee agreed that the Chairperson should write to the Cabinet Member with its observations.
On 15 December 2025 the Community & Adult Services Scrutiny Committee examined three reports before the Cabinet (the councillors who lead the council) considers them on 18 December. The reports cover a neurodivergent-friendly strategy for Cardiff, council housing rents and service charges for 2026/27, and proposed consultation on changes to the housing allocation policy. The committee made no decisions on the proposals themselves and agreed that the Chair would write to the Cabinet Member with its observations on each item.
Councillors on the Community & Adult Services Scrutiny Committee, a council committee that checks the work of council services, received three briefings on 17 November 2025: direct payments for care, performance figures for July to September 2025, and winter provision for homeless people, including people with No Recourse to Public Funds. On each item the Committee agreed that the Chairperson would write to the Cabinet Member with its observations. The minutes record no other decisions.
At its meeting on 13 October 2025, the Community & Adult Services Scrutiny Committee considered three reports before they go to Cabinet: the Local Authority Social Services Annual Report 2024/25, the Housing Support Programme Commissioning Plan, and council house repairs. On each item, members asked questions, and the Chair agreed to write to the relevant Cabinet Member with the Committee's observations. The minutes record no Cabinet decisions.
The Committee received background briefings on Adult Services functions and budgets, the care workforce, and the council's anti-social behaviour (ASB) service. For each, it agreed that the Chairperson would send the Committee's observations to the Cabinet Member. It also agreed its 2025/26 work programme. Members heard that changes to Home Office sponsorship rules could reduce the number of migrant care workers in Cardiff.
